The Keystone Initiative was a private, unregulated program operating in the gray areas of the Sokovia Accords. It was founded under the guise of "enhanced individual stabilization and training," but in reality, it functioned as a containment, conditioning, and talent acquisition program for superpowered individuals.

Founding & Purpose
After the Sokovia Accords (2016), governments and militaries around the world scrambled to establish protocols for dealing with enhanced individuals. Some countries complied, some resisted, and others sought to exploit the situation.
Enter The Keystone Initiative.
Founded by former intelligence & military officials, Keystone was a "third-party solution" for the global enhanced problem. They presented themselves as a private containment & training service for powered individuals. Countries and organizations that didn’t want to publicly deal with enhanced individuals could quietly "outsource" them to Keystone. They didn’t capture people outright. Instead, they manipulated or coerced families into surrendering their powered children.
Publicly, The Keystone Initiative was a 'specialized rehabilitation program' for superpowered youth, presented as a 'safe alterative' to government detention and registration where families could discreetly send their children to avoid public attention. In reality, they were an off-the-books recruitment pipline for intelligence agencies and private military groups. Through conditioning and experimentation, Keystone focused on turning enhanced people into usable assets, and if they couldn't be controlled, they were permanently contained.

The Initiative collapsed following the Snap. Half of the leadership and staff were snapped, instantly destabilizing their facilities across the globe and decimating their funding, direction, and secrecy. Most of their facilities were abandoned or raided by governments moving to regain control and cover-up their involvement. Most of the assets scattered to the wind or were taken in by law enforcement or other groups.
However, there are still operatives working in the wild, and data, records, and experimental research still circulate.
