Elias Voss was the founder and director of the now-defunct Keystone Initiative. Formerly the Deputy Director of Intelligence at NATO, he was an expert in covert operations and counter-superhuman intelligence. He believed enhanced individuals are not people, but tools that must be controlled, contained, or conditioned. He had a cold, pragmatic personality and is driven by results, not ideology.
Elias disappeared after the Snap, presumed to be a victim, however, post-Blip, he never reappeared. He is assumed dead, however, his actual status is unknown.
